摘要

目的：

为针灸技术操作类标准从中国国家标准转化为国际标准提供经验和示范。

方法：

运用问卷调研法、文献研究法、半结构化访谈法和专家意见征询法。

结果：

通过文献研究对针灸技术的安全性进行了评估，并根据问卷调研、专家访谈及专家意见征询结果，对原中国国家标准《针灸技术操作规范编写通则》中的11项主体内容及结构根据国际标准的要求进行了调整和优化（包括语言、规范性引用文件、目的、适用技术范围、适用环境、目标人群、专家组构成、术语和定义、编写总则及基本要求、结构要素和文本结构、编写流程），最终形成了首部专门规范世界针灸学会联合会（WFAS）《针灸技术操作规范》编写的通则类国际标准。

结论：

在明确国际需求的基础上解决好“国际兼容性”“技术可操作性”及“安全性”3个关键点，是针灸技术操作类标准从中国国家标准向国际标准转化过程中需要解决的核心技术问题。

Objective

To provide the experience and demonstration for the transformation of acupuncture-moxibustion techniques standards from Chinese national standards to international standards.

Methods

Questionnaire research

The 3 key questions

"international compatibility"

"technical operability" and "safety" should be solved technically on the basis of explicit international requirements. It is the core technical issue during transforming the national standards of technical benchmark of acupuncture and moxibustion into international standards.
